Public Private Partnership for Structural Change in an Old Industrial Region in Germany

The paper provides a case study of the development of Sozialforschungsstelle Dortmund (SFS), a German public research institute, on its way from a traditional research institute to becoming a regional change agent and competence centre in an old industrial region, the Ruhr Area. Based on a strategy of PPP networking, the centre had to change its whole way of working, its products and processes, its functional organisation and personal work styles. The study shows how a public institute develops characteristics of a private company by working with private companies and for the research and consultancy market, eventually understanding itself as a competence network in a network of networks.
